Who: McCrane, Blurr, and Prowl
What: Organizing the police force, assigning duties, and getting to know each other
When: Now-ish
Where: Police Headquarters...Ultra Magnus's old office.

Which, technically, wasn't something ever likely to happen. With even the small populace of Cybertron, McCrane found himself too busy every day to consider off-duty time. If he wasn't helping to manage Police business, he was off helping to construct some dwelling or another. Anything, so long as it was work.
Work was what he enjoyed. Only the other Brave Police managed to drag him from it since Gunmax had vanished. That had been his failure, he was sure, and if staying head of the local enforcers could help him prevent even one soul from vanishing out in the badlands...then he would be there every day.
It had taken him a while to collect his thoughts, but he knew he couldn't put off this meeting forever. Ultra Magnus was gone, he wasn't coming back, and things were barely running without a set schedule and roster of duties. He barely knew anything about this new 'Prowl,' besides.
Now, he was going to change that.
Specifically picking a time when all three of them were likely to be around, he forwarded meeting notes to Prowl and Blurr and headed for Ultra Magnus's old office. It was time to be a commander again.

It still occurred to him that of everyone in the room, he had the least experience with command. It also occurred to him that of everyone in the room, he was the youngest, and that earning his place would be more difficult because of that. Blurr, he knew, would give him a chance...
But Prowl he wasn't yet sure about.
There was one thing he was sure about, however, and that was a smooth operating procedure for their police force. Given the reports he'd already received from Prowl--he knew that was something they could agree on.
"This is the state of things." He began, standing, handing a pair of datapads over the desk for the two to read. "The Firstforged recognize our right to investigate, detain, and question individuals. The Law Committee has now formed, so we will soon know what we'll be enforcing, and why. The Defense Group will decide our limits and how to distribute our manpower if outside emergencies come up, and the Judicial Group will determine guilt of our criminals based off of evidence that we provide to them. Other than that..."
He sighed, realizing that there was a lot of leeway within that.
"Other than that, it is up to us. I believe you both were interested in heading different divisions within the police force? Blurr, you were wanting to man patrols and work on keeping the populace protected, right? And Prowl...I believe you were wanting to be in charge of investigations?" It was a generalization, but he was asking the question because he wanted to know more.

"Ideally, yes.", he hands McCrane a datapad of his own, one with a simple graphic outlining the basic duties that needed to be fulfilled. Unfortunately, the chart seemed to far outnumber the amount of individuals they actually had on staff,"At the moment, it seems that we will all need to take on secondary roles to keep this running smoothly."
"Additionally, it'd be best to use drones or an automated system to handle surveillance and routine patrols. The members under Blurr's command can be kept on standby until a situation arises.", as the most experienced of the three, he really sees no issue in stepping out of his preferred department, as it were.
"Investigative work will require a few qualified individuals, which I've already selected."

Blurr had met yet another young bot that was new at leadership. One that ended defeating Megatron and that later, Blurr discovered it thanks to Cheetor, stopped the war before it started again.
If Optimus could do it Blurr didn't see why McCrane couldn't.
"Hm..." Blurr stared at the data pad for a bit longer before speaking his mind. "Drones aren't that good handling crisis, though. While they might be adequate for certain aspects of surveillance the point of patrolling is to make sure no trouble arises. If that happens, a drone won't be of much help. At least once a day we need an active team patrolling."
The rest of the time, though, Blurr was fine with organizing things, handling part of the paperwork and investigating on his own. That last part he didn't voice up, he had something in mind and it was only for McCrane to hear when they were alone.

"Megatronus..." He started, and trailed off, trying not to think too much about the gruff Firstforged who had made a point of terrifying him. "Megatronus Prime has agreed that we can carry out the investigation and detain and even try our suspects, so long as he is the one who gets to punish them. I believe this means the Judicial committee decides upon guilt and severity of the punishment, and he'll carry it out..."
Which, frankly, McCrane was more than alright with. Having to punish an individual without long incarceration as an option would have been difficult.
"As for drones...yes. I've been wanting surveillance for a long time, and I think it will aide us. I don't want to abolish our patrols, though...so I will leave their operation in your hands." He looked at Blurr. "As long as there is one person manning Headquarters at all times, you may assign who you see fit--including myself."
His gaze turned to Prowl...and then back down to the datapad, looking over the members he'd requested. The list was fine as far as he could see, and he approved of having it in front of him. Between Prowl and Blurr...he'd never been blessed with such an efficient paperwork system--especially not back on Earth. "This is approved." He handed the pad back to Prowl. "When one of your members is not actively on investigation, have them report to Blurr. Same in reverse...and if either of you should need me for groundwork, I am another set of hands."
"For now, however, I'll get to work on contracting some drones. We should also establish a ranking system." He definitely wanted assistance with that.

Prowl has a bit of a thing for the rule of law.
"We can send an envoy to the Defense Committee to help them write up a draft. We'll need several things to clear up. Particularly on what evidence that can be used during a trial, among other things. Not every case will be clear-cut like Rung's."
They already had something somewhat set in place, but there's a lot of things that were left unanswered. Particularly involving the seizing of property for cases. That's definitely a thing they need to find out.
"While we're at it, pushing them for a clear trial procedure would also be of benefit. We can only hold suspects for so long."
